HASLibCamp

I remember fondly my first unconference, UKLocalGovCamp, in Birmingham in 2009. It really was life-changing for me; the way it opened my eyes to the possibilities of disruptive innovation was the catalyst for me eventually becoming a freelancer. I made many long-standing friends, makers and activists inside and outside local government, there, too.

Since then I’ve attended many more, and have run or facilitated a good number of unconferences, and unconference-style sessions within more traditional types of events. If I say so myself, it’s something I’m good at, and I certainly enjoy it.

So I was pleased, last Saturday, to be able to spend the day in London to attend, and help to facilitate, HASLibCamp, an unconference for librarians in the field of Health and Science. That’s a relatively narrow focus, and so the event wasn’t as big as some I’ve been to, but in no way did that diminish the quality of the sessions, nor the participants’ enthusiasm.

After housekeeping and introductions on behalf of our host, the Department of Library & Information Science at London City University (CityLIS), I asked for a few shows-of-hands, and quickly determined that we had been joined by academic, commercial, hospital and public librarians, and archivists, as well as some student librarians.

I then explained how unconferences work, and invited any of them who wanted to, to give a thirty-second “pitch” for a session in which they wanted to participate, or a topic they wished to discuss.

Luckily, we had just the right number of pitches for the rooms and timeslots available, leaving two gaps after lunch, which were filled during the day with follow-up sessions. A “chill out” room was also avaialable, as was space for ad-hoc discussions and meetings.

I pitched two sessions, one on ORCID identifiers (what they are, and how librarians can help to embed them in their organisations), and another – in response to a request received before the event – on Wikipedia, Wikidata and my work as a Wikimedian in Residence.

I also attended a session on what public libraries might learn about giving healthcare information, from academic libraries. Several resources were mentioned and are linked in the Storify reporting (see below). My final session was billed as being about understanding customer needs, and took the form of a lateral-thinking exercise.

A reply from the UK government to my request for road gritting open data

The government website data.gov.uk, to quote its about page, hosts datasets — as open data — ”from all central government departments and a number of other public sector bodies and local authorities” (my emphasis). This is a good thing.

The site’s FAQ says “If there are particular datasets that you believe should be made available more quickly, please use the data request process” (link in original). This is also good.

Accordingly, in September 2012 (that’s sixteen months ago) I submitted a request asking for:

Lists of roads gritted by councils and other bodies, in times of freezing temperatures, with priorities and criteria if applicable.

I specified that those “other bodies” included the Highways Agency, which is “an Exec­u­tive Agency of the Depart­ment for Trans­port (DfT), and is respon­si­ble for oper­at­ing, main­tain­ing and improv­ing the strate­gic road net­work in Eng­land on behalf of the Sec­re­tary of State for Transport” (again, quoting the HA’s about page) and thus an agency of the UK government. They grit most motorways and certain trunk (“A”) roads.

The data would allow my fellow volunteers and I to label (“tag”) gritting routes in OpenStreetMap, improving Satnav routing. Here’s a map of some we’ve already done.

I have, today, received a reply from the Cabinet Office, which I reproduce here in full and verbatim:

Hi Andy,

I am getting in touch with you about your data request. I sincerely apologise for the length of time it has taken to get you a response to your request. Local Authorities are responsible for winter gritting within their boundaries. Local Authorities are data owners and they are responsible for the format, access and cost of their data. This means that you will need to get in touch with the Local Authority’s [sic] who’s [sic] data you are seeking directly for access to their data. Some Local Authorities do publish information about gritting on data.gov.uk, but they do not have a reporting requirement. You may find the following links helpful.

  • Although an apology for the — inordinate — delay in replying is given, no reason for that is offered.
  • It should — surely? — be possible to make one centralised request rather than having to make the same request to every local authority (at the relevant tier) in the country?

What have I been up to, lately?

I really ought to blog more often (cobbler’s children’s shoes and all that…), but in the style of a back-to-school, what-I-did-on-my-holidays essay, here’s a round-up of some of my recent activity. And inactivity.

In June, I suffered a detached retina, and had to undergo emergency eye surgery. This happened again, in the same eye, a couple of weeks later. My eye is recovering well, but I’m likely to need a further operation for the resultant cataract, at some point in the future. Thanks to everyone who expressed good wishes.

The first detachment happened around the time I was speaking, twice, at the WikimediaUK AGM in Lincoln. There’s a video of my talk on Wikipedians-in-Residence.

I subsequently received a grant from WikimediaUK for a digital recorder to assist with my project asking Wikipedia subjects to contribute recordings of their spoken voices.

Following my surgery, I was laid up for a few weeks, but managed to get out and help at a couple of local Social Media Surgeries (thanks to Si Whitehouse and Steph Clarke, who acted as my chauffeurs). As my recovery progressed, I also visited London, and ran a Wikipedia editathon at the prestigious and historic Institution of Civil Engineers.

Shortly after my first operation, the Museum Association published a series of case studies (some behind a paywall) of collaboration between Wikipedia and British GLAMs (Galleries, Libraries, Archives and Museums), including one about my work as Wikipedian-in-Residence at the New Art Gallery, Walsall, which is freely viewable.

I also took the train to Shrewsbury, to teach Shropshire County Archives staff there to edit Wikipedia. At the “Skill Share Jamboree“, where ‘hacktivists’ came together to share practical knowledge in a number of disciplines, I taught a session on recognising garden birds, and another on how to edit Wikipedia.

The BrewCamp meetings which I and a small group of friends run in and around Birmingham, to allow public sector activists to meet and discuss digital engagement topics, were successfully spun off by us and local collaborators into Dudley (as “BostinCamp“) and Stafford (as “OatCakeCamp“), and will no doubt both now develop independent lives there.

I helped launch the “Best by West Midlands” white paper and website, including case studies of social media use in local government. One of the case studies was about my work as Wikipedian-in-Residence with Staffordshire Archives and Heritage Service. At the launch, I ran a discussion session for the attendees, on “trust in social media”, with a subsequent on-line write-up.

I was kindly invited to a preview of the new Library of Birmingham, where I took a lot of photographs, which are now available on Wikimedia Commons, under an open licence, and so freely available for reuse.

More recently, I attended State of the Map, the annual international OpenStreetMap conference. I volunteered to “captain” some of the sessions, acting as timekeeper, but was honoured to be asked to chair the main strand for all three days, introducing keynote and other speakers from Japan, the USA, Australia, Indonesia and across Europe. Not only was it a great opportunity to catch up with friends, and to learn, but I was able to find people to work collaboratively on a number of tasks, such as automating links from OSM to Wikipedia, which I’ll be writing about soon.

The very next day, I was back at the New Art Gallery, Walsall as the MC for “GalleryCamp13”, the inaugural unconference for people working at or with, or simply interested in, art galleries. I also spoke there, about my Wikipedian in Residence work. There’s a Storify post about the event.

I’m now working on a number of other projects, about which more in the future, and am available to help your organisation to understand Wikipedia and open content, or social media more widely, or to plan and host (un) conferences.

Trevor Mabbett’s comments on ‘The Man on the Beat’

Last year, my friend Lloyd Davis did some work with the British Council, digitising their film archive. He kindly allowed my father, Trevor, and me to see an early screening of The Man on the Beat, which is now on their website (sadly, not under an open licence). The film was made on and around Ledsam Street in the Ladywood district of Birmingham, where my father was born and grew up.

00:26 Little Miss Barber, mascot of a local brand of tea. A few of their painted adverts, featuring said female, remain on local (Birmingham/ Black Country) buildings; some as “ghost signs”, while others are lovingly repainted by whoever owns or lives in the buildings. Sadly, every now and again, one gets painted over. Andy wrote a Wikipedia article about her.

00:34 Top right as camera pans left is the Belliss and Morcom factory. St Margaret’s church is behind the Rann St sign — my parents were married there in 1919. The church is the building at 52.47875,-1.92304 on the old Ordnance Survey map. Rann Street is to the South of that, running SW-NE (roughly the line of modern-day Guild Close; which you can see by toggling the map selection, top-right). All your video are belong to us: open licence recordings of local government meetings

I’ve written before about what open licensing is and how to apply it to your pictures; and I’ve called for councils and other public bodies to open licence as many as possible of their photographs.

There’s recently been a welcome and encouraging increase in the number of councils that are live-streaming, or videoing for later consumption, their meetings. Such videos — and similar audio recordings — should also be made available to the public for reuse under open licences, which means no unnecessary restrictions such as “no commercial use” or “no derivatives” (the latter prohibits people from providing edited highlights or making compilations).

There are a few reasons why this doesn’t currently happen, and they’re based on reasonable but unfounded concerns. Some council people (employed officers and elected members) are worried that they’ll lose control. They think that people will edit the videos in such as way as to misrepresent what was actually said. And some people will — but such people will do that regardless of the licence in place, and will misrepresent councillors even if only text minutes are available. Councils’ responses should be to point members of the public to the unedited originals, which they will of course host themselves, or on a service such as YouTube, using an account which they control. Are councils really going to resort to copyright law to stifle satire or prevent lobbying? Perhaps they should read about the (where resorting to legislation focusses greater attention on one’s actions than the subject of that action ever could).

Another issue is that some fear that if councillors use videos for political campaigning, that would break the rules on misuse of public money and council resources. The answer is simple: remind councillors of such rules and let them be responsible for their actions.

Such concerns are vastly outweighed by the potential benefits of allowing free (both senses: as in beer and speech) reuse of videos of our democratic processes in action. Bloggers (hyperlocal and others), journalists, lobby groups, Wikipedians and documentary makers will be able to report on the issues discussed by our elected representatives; and this can only encourage more involvement from lay people in the running of the services that they pay for.

Restrictive, non-open licences do not harm mendacious armchair activists, nor satirists, nor rogue politicians; they only hinder people who wish to use the material in a law abiding way to increase such engagement.

Open Up Your Content – a piece written for Hyperlocal West Midlands

My friends Kate Sahota, Dan Slee and Simon Whitehouse, and Liz O’nions from our sponsors Sandwell Metropolitan Borough Council, and I ran the ‘Hyperlocal West Midlands‘ (‘HyperWM’) unconference today; the third of these annual events, for local government and other public sector workers, and hyperlocal bloggers interested in working with them. As usual, I got to be compère, a role which I greatly enjoy.

It was great to see many old friends, even though the opportunity to chat to them was of necessity limited.

For the event, we produced a newspaper. Yes, a real newspaper, made from dead trees. The idea was to give some information to the many attendees who are not yet fully engaged with the digital world.

Open Up Your Content

No doubt you’ve heard a lot about open data (and if you haven’t, you soon will do). But what about “open content”? And what is open content?

The commonly accepted definition refers to content (text, images, audio or video) which may be used by anyone, freely (free as in speech, and as in beer), under what is known as an open licence. The “four Rs” apply: people should be able to Reuse, Revise, Remix (combine with other content) and Redistribute (give away or sell) the content. There may be a requirement to give attribution (in other words, you have to say who the author or owner of the content is) and an open licence does not negate moral rights (so you shouldn’t misrepresent the author or owner).

Open content sources include all of Wikipedia (except a few images, such as DVD covers), everything on Wikimedia Commons, many images on Flickr (check the individual licences, or use the “Creative Commons” option in their advanced search) and much, much more, and you can use any of that, on your website and in your paper publications and reports. For free!

So how does open licensing work, in the public sector?

Suppose you’ve written an FAQ about food hygiene. If a blogger, or a neighbouring council or health authority, or suchlike, ask for permission to use some or all of it, you’d probably say “sure, just give us a mention”. If you receive a request for a photograph of your new chief executive from the same people, you’d probably provide them with one. You’d do that, even for a local newspaper which makes money by selling adverts, and by being sold in newsagents.

An open licence, such as one of those provided by Creative Commons as a set of boilerplate terms which you can use without paying a lawyer to write them, simply formalises such sensible responses.

Better still, you can apply an open licence in advance of receiving a request, or many such requests, thereby relieving you of a tiresome administrative burden.

If you have useful content (of course you do!), and you’re not going to sell it (of course you’re not!), make it available (on your website, or a third party one like Flickr or Wikimedia Commons), and let the community you serve and the world at large benefit from it. You might be surprised at the uses they put it to, and how you and your customers can benefit from them.

Politician pin ups – open-licensed pictures, please

Politicians, like visits to the dentist and taxes, are a necessary evil. We all moan about them, but someone has to take care of the machinery of state.

So it’s important that we hold them to account, and elsewhere document their activities in a neutral way. Hyperlocal bloggers do the former, and the latter takes place on Wikipedia, and on sites like the excellent OpenlyLocal (both of whose content is open-licensed).

To illustrate such articles, bloggers and Wikipedians need photographs of the politicians (and senior officers). While it’s possible for individuals to take such pictures (and even open-license them, as I described previously), it would be better if such pictures were available from official channels. Such organisations already take or commission professional quality shots and make them available to the press. If they don’t already, they should make sure that their contract with photographers pays for full rights, enabling open-licensing.

I recently asked Birmingham City Council’s press office to make their pictures of members of BCC’s cabinet available under an open licence, and, to their credit, they did so. I was then able to use one of them on :

Some might ask “but what if the pictures are misused, to misrepresent those people”. Well, if someone’s going to do that, then they won’t bother about copyright anyway, and other laws (libel, human rights) already enable redress.

So come on all you councils, civil service departments, police forces/ authorities and so on — let us have pictures of your elected members and senior officers, free (i.e. with no “non-commercial” or “no derivatives” restrictions) for reuse on our blogs, Wikipedia and other sites. Major companies, too, could do this for their most-public board members.

Then there’s all public bodies’ other photographs. After all, West Midlands Police kindly agreed to my request to open-license the fantastic aerial shots from their helicopter…

Lightning Talks Strike Twice

I very much enjoyed attending Local Gov Camp North West last weekend. Although it was attended by fewer people than other unconferences I’ve been to (due to people crying off for fear the impending snowpocalypse would leave them stranded in northern wastelands; I mean Preston), this meant it was a more intimate event, the smaller groups allowing everyone a chance to speak more. I curated lots of links tweeted during the event, using Pinboard.

With some attendees also leaving early as news of snowbound roads and delayed trains filtered through to us, it seemed that we wouldn’t be able to fill the final hour’s worth of breakout sessions. This gave me the chance to propose trying something I’ve wanted to do at a GovCamp since experiencing them at GLAMCamp Amsterdam last December: lightning talks.

The three-day GLAMCamp event had one hour of such talks scheduled, but they proved so popular that it was agreed to set aside another two. Anyone who had an idea to pitch, a story to share or a problem they wanted help to solve, could speak for a maximum of five minutes (less if that was all they needed), but unlike most unconference sessions, they could speak to most of the attendees at once.

Details of the GLAMsterdam lightning talks were captured on an Etherpad for Saturday and an Etherpad for Sunday, which have links to individual videos of several of the talks.

Because the lightning talks were only a few minutes long, there wasn’t really time for people to grow bored if a particular talk wasn’t relevant to them, and they could always check their mail or social media, grab a drink or take a comfort break if they did. I gave a quick, inpromptu talk on my deployment of microformats on Wikipedia. Many people, who wouldn’t have elected to come to a full session on the topic, told me they found it useful.

I’m glad to say people at #LocalGovCampNW (as we hash-tagged it) readily accepted my proposal and am grateful for that, and their participation. We restricted the talks to just three minutes (I was ruthless with my stopwatch app), and despite people having had little time to prepare (which I think was a disadvantage), and no use of Powerpoint (unlike at GLAMcamp), we managed to cover several topics in about 20 minutes, ranging from SMS alerts to data visualisation and from promoting an upcoming event, the Eureka Festival of Resources, to my talk on BrewCamp. While some talks were curtailed after the allotted time, conversations could be and were continued afterwards, and online; the interested participants having had the opportunity to identify one another.

Bullet points from UK Govcamp 2012

I spent Friday and Saturday at UKGovCamp2012, a splendid unconference, in London, for people interested in the use of digital technologies in local and national government. Or “Glasto for Geeks” as it has famously been described. My friend and fellow attendee Dan Slee has suggested that we all blog a list of 20 thoughts we brought away from the event. I’m happy to oblige.

  1. Our national and London rail systems are overpriced, and the former’s ticketing is ridiculously over-complicated.
  2. It’s a good idea to walk (or cycle) through London, rather then getting the tube. You’ll see great architecture and public art, and get a better impression of how the various districts are laid out. But wear sensible shoes.
  3. Geeks do have great senses of humour. Especially those at our generous hosts and butt of jokes, Microsoft.
  4. There is still a lot of uncertainty about Open Data — what’s it for, what do we want, how should we use it. This is good, because — despite some valid concerns about the centralisation of innovation more generally — there is still room for us to innovate with Open Data.
  5. There are a lot of Brompton bikes in London. I’m determined to take mine on a future trip.
  6. We need better systems in place for using social media in responding to emergency situations. Expect some exciting news about a new project I and some fellow attendees are planning, soon.
  7. Anke Holst does not appear old enough to have a teenage child.
  8. When beta.gov.uk comes out of beta, and current .go.uk domains are “retired”, it’s really, really important that existing links to them, from external sites, still work. And by work, I mean go to relevant content, not a home page. As a very wise man once said, “Cool URIs don’t change“.
  9. It’s possible to spend one or two days at an event with good friends, and still fail to manage to say hello to them. Apologies if that’s you.
  10. Open Data and Freedom of Information are the two are opposite sides of the same coin. If an organisation has people responsible for Open Data and FoI and those people are not either the same, or closely linked, then that organisation has a problem.
  11. Terence Eden is not only (with his lovely wife Liz) a generous host, but also an impressively entertaining speaker. If his day job fails (it won’t) he has a viable alternative career in stand-up observational comedy. I went to his QR code session not only to learn, but to enjoy.
  12. If you ask them, people who share will kindly change their settings, so others can tag them.
  13. If you put three expert™ Wikipedia editors together in a room you will get at least four interpretations of the Conflict of Interest policy.
  14. Twitter still rocks. Its so ubiquitous (to us) that we forget that; and that some people still don’t get it.
  15. There are — contrary to popular perception — people working in Government who are keen to and do, make the images they produce available under open licences, so that others may reuse them. OpenAttribute may be useful to them.
  16. I want a Scottevest!
  17. People like having the #ukgc12 bookmarks curated on Pinboard.
  18. People recently turned, or thinking of becoming, freelance need more advice and help, and perhaps a support network.
  19. If our wonderful organisers Dave Briggs and Steph Gray are “the Lennon and McCartney of gov digital people”, who is going to be The Frog Chorus?

I subscribe to a mailing list on United Kingdom Freedom of Information issues. Ironically, it doesn’t seem to have public archives, so I’m not going to name it here, and the quotes below are therefore anonymised.

The ICO has also been asked whether a request in a tweet that only refers to an authority in an @mention, for example @ICOnews, is really directed to and received by that authority. The ICO’s view is that it is. Twitter allows the authority to check for @mentions of itself, and so it has in effect received that request, even though it was not sent directly to the authority like an email or letter.

Which has led to a series of comments and questions, which I’ve read with a growing sense of disbelief. Some are shown below, with my replies:

Does that mean that an FOI request pinned to a public notice board in a library has been received as we can check that just as easily as an @mention? What about letters to the local rag ? Is there a logical difference here?
Yes; there is a logical difference. The council chooses to operate a Twitter account, thereby creating a reasonable expectation that it will communicate via that channel.
How on Earth do you respond in 140 characters or fewer?
You post the response on your website, and tweet the URL.
How long would @mentions be stored on an authority’s feed?
Irrelevant. They’re permanently on Twitter.com — all you need to do is to bookmark them.
What happens if Twitter suddenly implodes and you no longer have access to it?
In the unlikely event that Twitter permanently disappears in the 28 days you have in which to reply, you’d reaonably be able to say that you were prevented from replying. How much money do you want to put on that happening?
Most users will have a [pseudonym] type user name […] so couldn’t it be argued in the majority of cases that they have not provided their name and the request isn’t valid anyway?
A request is not invalid just because a pseudonym (a uniquely identifying pseudonym) is used.
Why stop at Twitter? There are a myriad of different social media on the web.
Indeed. And FoI requests addressed to an eligible organisation’s self-created presence on them should be answered, as they would if received by e-mail or post.

It would be nice to see FoI officers in councils, universities and other public bodies discussing innovative ways in which to make information available, rather than finding reasons not to.
